Taking advantage of people without a clue is bad, right? But, blaming someone for doing it? Depends on whether or not you think that your conduct is dependent on the competence of the object of that conduct.
I mean, taking advantage of a clueless bargaining partner in international relations is to be expected and perhaps even lauded (even if it is your own country).
